Unemployment insurance is one of the branches of protection or social security, and social security as a historical and social phenomenon is the result of economic and social change processes and, where necessary, creates security against risks. Unemployment insurance and the right to enjoy it are set forth in one of the fundamental human rights. Following this international attention to this right is enshrined in international documents and international regulations, such as ILO protocols and recommendations, as well as others. Regional documents have been considered in various parts of the world; the international community is relying on international documents and regulations which include the right to social security unemployment insurance for all members of society, the right to self-employment. Social Security covered by unemployment insurance has received international and national acceptance .Bymh unemployment in developing countries such as Iran often mandatory and universal aspects and its financing is divided equally between the worker and the employer.
