Due to the principle of knowing the "human dignity", the Islamic system has the best conditions for recognizing the affairs and realizing the rights of the oppressed of the world, including women. Speaking of human rights in a new and codified form is one of the most important features of the contemporary era. This treatise, entitled Civil responsibility survey of the Govement in child care bill "," states that each human being has rights according to the role and responsibility they play in society. The main question of this research is what is the civil and legal responsibility of the government in the budget bill for women heads of households? These include the government's financial responsibilities to women, the enactment of laws and bills on women's financial rights, and the provision of an effective executive guarantee for financial support for this group. The purpose of this study is to explain the duties of the Islamic State in protecting women's financial rights and also to express the jurisprudential duties of the Islamic ruler against this stratum and to expand justice in creating economic opportunities for more women in human society. According to the material presented in this research, which was described in a descriptive manner, and a review of the collected libraries; The findings show that the government has a civil and legal responsibility to employ and support female-headed households and reduce the harm that threatens them.
